Tropical Storm Fay drenches Florida Keys

Tropical Storm Fay soaked the Florida Keys on Monday, flooding roads and creating a handful of possible tornadoes as it moved north, emergency management officials said. The storm killed at least five people in the Caribbean, The Associated Press reported, but in the strip of islands south of Miami, the storm seemed poised to do less damage. Just after 2 p.m. Monday, with the center of the storm 20 miles southeast of Key West, there were no reports of injuries or deaths, just flooding.
